Stopped SC Bill that would Preempt Local Government from Regulating Bags, Containers

Goal: To work with partners and defeat H 3529

A bill (H 3529) was introduced in the South Carolina General Assembly which would preempt local governments from being able to regulate “auxiliary containers”, defined as bag, cup, package, container, bottle, or other packaging designed for consuming or transporting food or beverage.  This bill represents an overreach by state government to restrict the authority of local governments to meaningfully reduce and prevent the sale and distribution of commonly littered items such as carryout bags, takeout containers, bottles, etc. that pollute our waterways and communities.  The Charleston Chapter and Grand Strand Chapter are working with others to oppose this legislation, and opposition efforts successfully postponed any action on the bill in 2017.
